Town Council Meeting 7:00 pm
The Council will be voting on irresponsible Settlement West PUD high density housing development with 124 houses on 7000 sq ft lots. 
This is wrong for Avon and will further stress our infrastructure and underfunded school system.  Everyone should come out to oppose this development. 
The public comment section at beginning of meeting is limited to items NOT on the agenda.  Therefore, you cannot comment on the Settlement West PUD specifically, however you are free to comment on your opposition to high density subdivisions and/or PUD approvals in general.

On March 21, 2018, I delivered this letter opposing the Settlement West PUD to the Avon Town Council.

The Planning staff initially recommended rejection of the Settlement West, then the developer offered to "donate" 23 acres of "park land" to the Town of Avon and the recommendation changed to a positive.

​

This type arrangement does not meet the spirit or the letter of the law regarding the PUD ordinance and it's intention. The Settlement West is NOT a PUD and never was.  The requirements which must be met to qualify for a special PUD zoning variance are clearly spelled out in the current ordinance.

It contains another 124 houses in a high density arrangement.

Read the Plan Commission minutes on page 3 and note the lack of questioning and oversight which this development received.

This section of the Plan Commission minutes from 12/18/17 demonstrates how distorted and twisted the zoning process for a PUD has become in Avon....

The minimum lot size currently allowed under R-3 zoning in Avon is 12,500 sq ft but Plan Commission approved houses to be built on 7000 sq ft. lots with several other variances which grossly undermine our current standards.
 

To quote from the staff report....

“It is anticipated the Development will add 12 students to Avon Schools in year 1, with a total of 150 students by year 5. A shortfall of $7,405 is expected in year 1 with it increasing to a shortfall of $92,529 by year 5. Generally speaking, residential development does not pay for itself: in fact, it never has based solely on tax revenues vs. expenditures. The Circuit Breaker only intensifies that negative impact. “

With our current school funding issues, approving this project would be highly irresponsible.

It must be rejected or we are opening a door we can never close. Please get involved and speak out against this unacceptable development.  Attend the Town Council on Thursday, March 22, 2018 and and urge the Town Council to vote NO.  In the meantime you may contact Town Council members to express your feelings by email
